Peter Dethlefsen was for some 10 years chief special adviser in the Danish Authority responsible for the implementation of the EC procurement, state aid and competition rules.

Public Procurement Law Review,the leading European journal on public procurement law,in its April 2007 edition printed an article by Peter Dethlefsen:

"Public services in EU-Between state aid and public procurement rules"

The paper shows how state aid and public procurement rules interact in the area of public service operations (services of general economic interest), and discusses whether the transparency obligation/principle of public procurement law has a special meaning, when special or exclusive rights are conferred to undertakings covered by article 86 (2) EC.
